Looking through some cards lately, I've noticed that Topps removes umpires and blurs the faces of fans on their baseball cards, while Upper Deck does not. Anyone know why?

I'd never even noticed umpires being removed until it started getting pointed out on the blogs.. interesting. Can't think of reason why it'd be necessary to take out fans, as I'm sure they fall under some sort of public domain type category that allows the card companies to 'include' them on cards without worry.
